Mike graduated from Hillsborough Community College with a degree in Business and first entered the environmental industry in 1988. He first started with a nationwide waste management company providing hazardous and non-hazardous waste services. He later went into the used oil industry and where he specialized in UST removals. Mike continued to expand his expertise to include demolition, remediation and industrial services. Mike has spent his entire career working in central and north Florida as well as Georgia. (SE)

Ms. Fort joined Capitol in the fall of 2000 but has been employed in the environmental industry since 1989. Ms. Fort has extensive knowledge in sourcing, planning and executing small to large scale, complex projects nationwide for both the Federal and Private Sector. Ms. Fort’s expertise includes a wide variety of remediation and materials management solutions and unique experience with arsenals.
Brandt Frenchman

Mr. Frenchman has worked in the environmental industry since 1992 and has a strong knowledge base in managing environmental sales and operations for multi-million dollar contracts. Mr Frenchman is a Level 5 Response Coordinator, Certified Environmental Trainer (CET) and a Certified Instructional Technologist (CIT) with experience in providing oversight for health and safety protocols, regulatory interactions, remediation technologies, and waste characterization. He has extensive experience negotiating alliance contracts, project management and proposal preparation, developing business strategies and innovative marketing approaches.

He immediately entered the environmental industry working his way to managing a New Jersey Class –recycling center, directing the produce and supply of specialized engineered fill and capping media for New Jersey and Pennsylvania Brownfield Programs and Redevelopment sites. John later moved into client management where he provided consulting and project management services. John joined Capitol in 2020. (NE)
Bruce Hillman

Mr. Hillman started in the environmental industry in 1985 originally working for a hazardous waste treatment and disposal facility where he eventually became plant manager. From there, Mr. Hillman was employed by one of the largest waste management companies in the country. Mr. Hillman joined Capitol in 1996. He has managed hundreds of small to large scale, complex site remediation projects as well as the day to day needs of manufacturers throughout the New England area.
Luis Millan

787-249-3718Luis Millan, Capitol’s Senior Business Manager in Puerto Rico attended the Recinto Universiatrio De Mayaguez where he earned a BS Degree in Soil Management and Chemistry. Mr. Millan first started in the environmental industry in 1990. He joined and opened Capitol’s Barceloneta office in 1996. Mr. Millan has managed thousands of shipments from Puerto Rico to the States for the pharmaceutical industry and the greater Puerto Rico manufacturing community. He has managed Emergency Response projects as well small and large scale remediation projects as a sub-contractor for the EPA, Navy and other Federal Agencies.

Mr. Naar first entered the environmental industry in 1987 after several years in the chemical industry, and then joined Capitol in 1999. Mr. Naar has expertise in all aspects of material classification, beneficial reuse, and materials management. Mr. Naar has managed several small to large scale, complex remediation projects as well as supervision of the day-to-day environmental requirements of large manufacturers throughout the Northeastern United States.

Ms. Schult has extensive experience in sourcing, estimating, planning and executing projects in over 20 States and Puerto Rico for the public and private sector as well as the day to day needs of her manufacturing clients.

Ben joined Capitol in 2019 and he has managed a broad spectrum of projects. Ben is also an Eagle Scout and volunteer firefighter.

Working on assignments from both commercial and private sectors, Mr. Todd prides himself on his work ethic and professional reputation, and continues to put an emphasis on client satisfaction. With first hand experience managing hazardous and non-hazardous projects, Mr. Todd is highly skilled at successfully navigating the various challenges that each unique project may present. Prior to pursuing his career with Capitol, Mr. Todd had the opportunity to coordinate and oversee various environmental projects throughout the West coast. His education includes BS in Natural Resources Management from California Polytechnic University, and a Masters of Science in Fire and Emergency Management from Eastern Kentucky University. Mr. Todd is currently responsible for managing the environmental needs of clients throughout Region 9.
